Who We Are

The Botswana Communications Regulatory Authority is an independent statutory body established by Act of Parliament.

The Botswana Communications Regulatory Authority (BOCRA) was established in 2013 under the Communications Regulatory Authority Act (CAP 72:05) as an independent regulator for the communications sector in Botswana.

BOCRA replaced the Botswana Telecommunications Authority (BTA) and brought under one roof the regulation of electronic communications, broadcasting, postal services, and the management of the .BW country code top-level domain.

BOCRA operates independently of government and is funded through licence fees and levies from the industry it regulates. Our mandate is to promote competition, protect consumers, and ensure that communications services in Botswana are affordable, reliable, and universally accessible.

Our Values

  • Integrity and transparency in all regulatory decisions
  • Independence from political and commercial influence
  • Service to citizens, businesses, and the public interest
  • Evidence-based regulation grounded in data and consultation
  • Accountability to the people of Botswana
